Effective and transparent enforcement is linked to public perception of equity and fairness. Strong enforcement is likely desired by those who pay the charge on the grounds that those who do not will be punished. Melbourne's City Link which operates an electronic toll system is also supported by a camera-based system. This was not considered necessary on technological grounds, but that the public would more easily accept a tolled road if it was proven that payment evasion was minimized (CfIT, 2006).
