Modelling results by Zachariadis (2005) indicate that traffic-related measures such as congestion charging will only reduce emissions if appropriate policies to promote clean technologies in cars and public transport are in place. For instance, cleaner technologies will be necessary to counteract the potential for spatial and temporal redistribution of vehicle use arising from congestion charges. Moreover, policies that only promote clean technologies may reduce air pollution but will have a lesser impact upon energy demand i.e. aggregate car use. Therefore, policies that promote clean technologies combined with demand reduction measures such as congestion charging will be required to reduce aggregate carbon emissions.
