WelcomeWelcome to the UK Energy Research Centre’s (UKERC) Interactive Manual of Policies to Abate Carbon from Transport (IMPACT). This site aims to combine a moderated 'wiki' approach with thorough systematic review to create a robust catalogue of evidence on the potential for carbon reduction in the transport sector. It is also intended to promote dialogue amongst transport and energy professionals and academics to ensure the catalogued transport policy instruments are comprehensive and up-to-date.
We encourage you to read through the content on the different transport policies and if you have any evidence to add or comments to make, log-in and directly edit our pages. We will be continually moderating this content and updating this site with new policies and revised versions of our policy briefs.
IMPACT has been developed by the UKERC's Demand Reduction Theme, which works in coordination with other UKERC research themes assessing the entire UK energy system to explore policy options to reduce carbon emissions. UKERC is the focal point for UK research on sustainable energy taking an independent, whole-systems approach while drawing on engineering, economics and the physical, environmental and social sciences.
What Are Our Objectives?IMPACT has been designed to address the considerable knowledge gap concerning the potential for individual and combinations of transport policy instruments to contribute to global and UK climate change goals. These policies include both ‘hard’ infrastructural and technological based solutions as well as regulatory, fiscal and soft or ‘smart’ policies to encourage travel behaviour change.
By systematically gathering the most current evidence combined with timely interaction with transport academics, practitioners and stakeholders from around the world, it is anticipated that more informed decisions will be able to be made regarding the myriad of options available to tackle climate change through transport policy. Whilst we are UK based researchers, the information contained on these pages is a result of an international literature review and has global relevance.
We currently present this evidence policy by policy. However, we realize that carbon reductions in this area are likely to be best achieved through integrated policy packages, and not through single instruments. Consequently, the IMPACT policy assessments pay specific attention to potential synergies and assess complementary policies necessary to optimize carbon abatement. However, IMPACT will also contribute to the broader research programme undertaken by the UKERC Demand Reduction Theme in developing a UK Transport Carbon Model (UKTCM) in coordination with the Environmental Change Institute (ECI), Oxford University.
Evidence drawn from IMPACT will be used to inform the development of policy packages modelled by UKTCM to assess strategic future policy pathways to reduce carbon from the UK transport sector. This research will in turn inform UKERC's Energy2050 project. Some results from these research exercises and links to them will appear on these pages as they are produced.
